CHAN 2024: CAF Fines FKF for Security Breaches During Harambee Stars, Morocco Fixture

The Confederation of African Football (CAF) Disciplinary Board has fined the Football Kenya Federation (FKF) USD 50,000 for multiple safety and security breaches during the 2024 African Nations Championships (CHAN) game between Kenya and Morocco at the Moi International Sports Centre, Kasarani.

In addition to the fine, CAF has warned Kenya that further breaches will lead to Kenya’s matches being relocated to an alternative venue. The country was advised to beef up security by having more personnel inside the stadium and road closures on match day.

“Kenya was advised to increase security measures by deploying sufficient personnel within the perimeter of the stadium, as well as adhering to the road closures on match days,” CAF said in a statement.

FKF was also fined $5,000 after security breaches occurred against its team opening 1-0 win against the Democratic Republic of Congo (DRC), and $10,000 for assaulting CAF personnel and guests.

Beyond these, fans have complained about ticketless fans, ticket holders overrunning security, the lack of crowd control and the use of flash grenades and tear gas. Additionally, the reported use of live ammunition close to spectators and staff, risky movement of cars, attacks on security personnel, inadequate response by security for intervention, lack of CCTV cameras at crucial entry points and insufficient communication tools.

Consequently, the Local Organising Committee was directed to reduce the attendance from 48,000 to 27,000, and only electronic ticket holders will be allowed in. Furthermore, they were asked to launch a public campaign to reinforce safety protocols.

The LOC chairman, Nicholas Musonye, pleaded with Kenyans to observe discipline in the upcoming match and only ticketed fans to show up.

“CAF and LOC regulations are very clear; if you don’t have a valid ticket, don’t go near the stadium.”

On his part, FKF president Hussein Mohammed expressed concern over these fines.

“We are deeply concerned about the fines we are receiving after every match, and this will set us back. It’s saddening that we are forced to go back to the drawing board to find resources we hadn’t planned for,” said Mohamed.

“The national team is doing well. Let’s not deny them victory because of trouble in the stands. After CHAN, there are AFCON qualifiers, the Premier League, and more. We need to realign ourselves, adjust, and embrace discipline,” he added.
